赵文华，字元质，号梅林，是慈溪县城骢马桥南人。明嘉靖八年，他考取进士，并被授予刑部主事的职位。在国学期间，他与严嵩建立了师徒关系，被委派为通政使，并负责处理严嵩奏疏的事务。赵文华在这段时间里展现出了其狡诡的一面，对世宗进献百花仙酒，claimed it could prolong one's life, eventually earning his trust. However, when questioned by the emperor about this matter, Zhao was forced to kneel and beg for forgiveness.
Despite this incident, Zhao continued to maintain a close relationship with Emperor Jiajing and gained his favor through other means. He submitted a memorial on seven issues related to the defense against the Japanese pirates in East China, which impressed the emperor. As a result, he was appointed as the Vice Minister of Works during his 34th year and tasked with overseeing military affairs in East China.
However, Zhao's actions soon led to controversy. He accused Zhang Jing of "allowing pirates to flourish" after they won a battle against the Japanese pirates at Wang Jiangjing. This accusation ultimately led to Zhang Jing's wrongful death. Similarly, he also falsely accused Li Tiancong of misconduct while serving as Governor of Zhejiang Province.
In addition to these allegations, Zhao further criticized officials such as Zhou Xun and Yang Xuangong without justification for their work or achievements. These actions not only hindered military efforts but also allowed pirate activity in the region to escalate even more than before.
As a result of these misdeeds and arrogance during his tenure as Minister of Works (工部尚书) and Right Deputy Grand Secretary (右副都御史), responsible for overseeing military affairs in Jiangnan (江南) and Zhedong (浙东), he was eventually demoted from office due to inefficiency in constructing an important landmark called Zhengyangmen Tower ().
Later on after being dismissed from service due to corruption involving embezzlement of funds worth over 100 thousand taels (), he passed away under unclear circumstances; however upon investigation into his assets posthumously discovered that there were additional corrupt practices amounting ten million four thousand units involved within them! In conclusion: though initially talented & had made contributions like authoring 'Jiaxing County Annals' () incorporated into 'Complete Library Collection', yet later got infamous due aforementioned wrongdoings!
He is remembered for both literary talent - writing works such as 'The Complete Collection Of Texts By Zhāo Wén Huá' () - where some pieces are included within Four Great Libraries collection - thus leaving behind an interesting legacy marked by contrasting elements between early promise & later fallacies!
